I'm no expert but this cross looks like a classic Wagner. Ferdinand was a legitimate Oak Leaves recipient. Does it say where the PlM resides? Steve

No it does not.

Unless there is some weird folding going on, the ribbon is wrong... not just for an oaks ribbon (which would have three bands of silver braid) but in general.

The PLM however looks like a very fine Wagner style solid gold piece.

Yeah, it looks to be folded, but how many times? Guess we will never know.
