By the clothing and Frau F.'s short hairstyle it's @1900 (1890-1905). But who is he?
Could some kind person with Altengruber's synposis of the odd and foreign awards of the 1908 Ordensbuch find him?

It is indeed "Forkel." But he's not in the Orders Almanac. (The Autengruber index is of REALLY weird awards, not ones like his.)
