Yes, but one generally did not receive another state's awards unless (i) one was with a regiment affiliated with that state, such as IR 93, Anhalt's regiment, and IR 83, one of whose battalions came from Waldeck, (ii) one's regiment had as its honorary chief the ruler or a senior prince of one of those states, or (iii) one was an aviator. There are some exceptions, though.
Examples of (ii) would include soldiers in:- Infanterie-Regiment Großherzog Friedrich Franz II von Mecklenburg-Schwerin (4. Brandenburgisches) Nr. 24, who might receive decorations from Mecklenburg-Schwerin.
- Infanterie-Regiment König Ludwig III von Bayern (2. Niederschlesisches) Nr. 47 and Feldartillerie-Regiment Prinz-Regent Luitpold von Bayern (Magdeburgisches) Nr. 4, who might receive decorations from Bavaria.
- Kürassier-Regiment Herzog Friedrich von Württemberg, who might receive Württemberg decorations.
