            Why is the order backwards on this last medal bar? At first I thought it was a "mirrored" image but it isn't.

                  This was discussed over at another forum last year or so. There is a lot of evidence now that the noncom EKs on black/white ribbons were for merit in the homeland-or at least not in a war zone.

                  As I recall only 3,000 of the 13,000 white/black ribboned EKs went to people in the military. I can't remember the source, but I recall that Rick L. mentioned it. Certainly there are a LOT of pictures and paperwork out there to Mayors, navy port engineers, Mayors, forestry officials, civil and military Beamten etc. etc.. Many seem to have been awarded well into 1919/1920.
