Schwarz Adler orden?

Well, another stumper for me....I bought this (again, fuzzy scan) thinking medal #2 was an REO4, making it a classic Beamter @ 1900.
However, when it arrived, I got a shock. Medal #2 looks like a BLACK Eagle order-and I thought these were only Halsorden?!
Can anyone please tell me what is going on here?

Another manifestation of the Hesse-Russia connection. The wife of Tsar Nicholas II, Tsarina Alexandra, was the sister of Grand Duke Ernst Ludwig of Hesse.

I've seen and others here have commented on Russian Medals for Zeal which have shown up in Hessian groups and were apparently handed out by the Tsar on various state visits to any and all functionaries who helped out, including porters and bellhops. This is the first pair of Hessian and Russian orders I've seen, though.
