Life saving awards were worn BEFORE gallantry awards?
This is news to me. Can you provide me with more details? Is this a pre-war regulation? Or is it custom by navy service? Can we date the photo if this was regulation?
I agree it looks more like a life saving award, but the black/white colors are funny-especially over time. I spent a good year trying to figure out why Centennial medals all had dark ribbons in CDVs from @1900 until Rick pointed out that this was just the way the old snaps turned out.

It is a pre-war picture indeed... Most of the royals held honorary ranks in other armies. I remember King Albert of Belgium being honorary Colonel of a German Cavalry Regiment, the Czar held several honorary ranks but also the King of Spain etc. I guess this was also the case on the other side.
