I found the last part particularly interesting, since it seems that the law permitted the maker a certain amount of leeway in how the badges were to be marked.
Could it be that at one point the act of marking the badges was done ONLY by someone in the factory qualified as an assayer? I might be able to see that happening in good old bureaucratic Imperial, Weimar, or Nah-zee Germany.
