very difficult to tell from the photo, but looks to me like a charity nail cross...members of the public purchase a nail from the charity at an inflated price and were then allowed to hammer it into the object which would then have been displayed by the town or organisation or however was collecting the money to show how patriotic and supportive of the war effort they all were...but then again it might not be such an item?
