Help ID this uniform?

I posted this studio photo in the International forum but received no info. Hopefully you Imperial folks can help. This is my wifes grandfather who immigrated from Poland to the US possibly by way of Canada. Is this a Canadian militia or Canadian foreign militia uniform? Any ideas?

The hat makes me think it is not Polish, but lacking any insgnia,
it's hard to say. Canadian makes sense.


ps. Is that a sniper [target] rifle?
