i'm not sure, but i think, the neckmedal could be a russian.
i think for merit or long service (in this case i tend more to merit).
hope anyone else could help you more.

Impossible to say without seeing the reverse, but it is indeed Russian, Nicholas II, and I believe called something like the "Large (Gold?) Medal for Zeal."
