Can anyone identify this item?

Sorry about the quality of the photos but they are all I have and can obtain.

I've never seen one like this and would be interested in any comment that anyone may have.

hello,
that is a nice small cross, patriotic people in germany used it to put there pocket watch on it, the ribbon was for taking the pocket watch out of the pocket,the cross was hanging outside so that everyone could see it, it is a so called patriotic peace (please excuse my not perfect english)
