small paper grouping-help needed

I would very much appreciate any assistance with this little lot. It comprises of two documents and a Militarpas dated 1899. The first document shown is on a parchment type paper with a seal and is about 13inches high. Any information you can let me have about the man or his career would be great.

Militaer=Pass

Andy;

On the surface the Pass seems quite ordinary, but the guy sure moved about Germany quite a bit, and, very surprisingly, served in both the Prussian and Bavarian Armies.

I may have spotted something interesting, but I have to dig out a source to check something. Might also explain his entry into the Bavarian Army. Bit of a long shot. Perhaps can take a run at it tonight, East Coast time.
