The man is an Unteroffizier (corporal) of Infanterie Regiment von Borcke (4th Pommeranian) Nr. 21 which was garrisoned at Thorn. He is wearing the blue waffenrock from before the war, the 1907 mantel with the stripe on the collar patches for a NCO, and his walking out enlisted visor cap. The dedication looks to like he is wishing his brother a happy birthday, but I could be wrong because my sutterlin reading is not so good.
