I think I'm just gonna buy my precious. It is said to be silver and was offered to me for $100.
The ribbon probably doesn't belong to the medal, coz of the absence of the swords. (Or the swords doesn't belong to the medal originally...)
It was given in bronze as 'The Highest Honorable Mention'. The silver medal was given for the second time (from 26/3/1911) and with a pair of crossed swords for heroic war efforts or excellent leadership skills (from 13/12/1916).
