Looks like a Bulgarian crown to me, or is it the Hungarian one°__0
And it seems to be a Latin (i.e. "Western") text on the reverse rather then a Cyrillic text...

O yeah, the ribbon is white with two orangy/red stripes near the sides...but nothing suggests this is original...

Do I detect a "Magyar" on the upper left of the second image? That means Hungarian, I'd say. The crown with the off-kilter cross on tip I've seen before, too. Lastly the large cross under the crown reminds of the German WW1 Red Cross medal.

It's the "Heilige Stephanskrone", I'd say. There is also a Hungary order named like it ...

The text is not Cyrillic, it is Hungary in a old text style (middleage style?) ...

The text : A magyar vöröskereszt ifjusági osztálya, Hungarian, means: Youth Class of the Hungarian Red Cross. The reverse side: Macte nova viurtute puer, Latin, means: Look to your new courage, young. The text style is archaic, 10-12th century like.

Actually I have seen the Holy Crown of St. Stpehen (behind glass). It's really quite neat. The cross was damaged in the 17th C. and has remained so since. I have a nice, short book from the exhibit I visited about the crown.
