Kragenlitzen - What kind of ?

Got this photo today.

My question is about the Kragenlitzen of the soldier at the right.

What kind of Litzen is it ?

I thought they are quite strange, hm ?

That is strange. It looks like wartime NCO lace, but what is it doing up in the middle of the collar? Could it have been an expedient substitute for Garde Litzen? The Telegraphen Batl.Nr.1. would have worn Garde Litzen.
