Strange looking Red Eagle miniature

A couple of sweet minis arrived just in time for my birthday (Gerd, you're an ) and this was one of them. I'm flabbergasted by it's appearence and don't really know what to think. There seems to be some plastic material covering the eagle and you'll notice some strange vertical lines on the eagle. What to think .

Magic Marker

Looks like somebody tried to restore this one with a magic marker....
