There could be other possibilities, but I see two that this bust may represent.

The first is Friedrich I, Grand Duke of Baden (1826-1907)

The second possibility is Luitpold, Prince Regent of Bavaria (1821-1912).

That being said, I think the bust looks much more like the photo of Grand Duke Friedrich than of Prince Regent Luitpold. I've also posted these replies on the other thread you used too.

Can you give us a better view of the medal bar?

I think there is no need for a better picture of the medal bar,
as I'm sure of 100% it IS Friedrich I. of Baden ...

The bar is probably not recognizable on this bust and you won't be
able to read the decorations ...
