The Valor and..................

Here is an Oldenburg House Order of Peter Friedrich Ludwig Ritterkreuz 1st Class with Swords in gold (I think). A beautiful Order but some damage and repair. It has a scratch mark for W (Wagner?) but no other marks I can find.

The Horror

Here is the back where some idiot cracked through the beautiful enamel to do a scratch test. I've though about getting this repaired but have never found a skilled enough restorer to do it.

Can anyone fill me in as to when and why this would be awarded?
