The navy captain is Kapitänleutnant Hans Walther, U-Bootkommandant, U-5 who was award the PLM on 9 January, 1917. Here is a link to his service record.

Nr. 3 in het first pic appears to be Hans von Koester - https://en.wikipedia.org/wiki/Hans_von_Koester https://de.wikipedia.org/wiki/Hans_von_Koester The reason I hesitate a bit though is because the rank insignia on hte sleeves are for a Vizeadmiral, not for Großadmiral, as von Koester was as of June 1905.

I meant to type U-52. Walther commanded U-52 at the time he won the PLM.

Now as you say that, it has a good chance! It could be Lothar von Arnauld de la Perière...

No, it's not. It's as I said Kapitänleutnant Hans Walther. If you look at the link I provided it's clearly the same photo. Just Google Kapitänleutnant Hans Walther. There's lots of evidence.

I think that everyone agrees that on the second photo is Hans Walther... the man in question was on the first photo, marked as #1...

My apologies. I thought he was referring to the first photo. In that case, I agree that #1 in the second photo is likely Arnauld de la Perière.
