Is this a stamped signature of Wilhelm or some other official? Thanks for any opinions.

That is Wilhelm II ‘s signature (R. = Rex), presumably he signed this document as king of Prussia, not as emperor. I have seen docs signed “I.R.”, Imperator. Rex).Hard to judge from the pics whether it is real or printed/stamped, but documents with Wilhelm II’s original signature are not rare.
    Kind regards,
    Sandro

I have one of these documents and the signature is exactly the same. I would say it is printed on the document.

It could be an original hand ink signature.

The printed have a flat ink, is the same in all position; here we have different thikness in the entire signature.

Is my personal opinion, but if Don courtesly post here your document we can doing a comparision.

I trust Don's judgement, but if you want to do a comparison, you'll need a good full frontal picture of the document that started this thread as well.

As said, original Wilhelm II signatures are not rare, as he signed many promotion documents and the like:

            Yes it's no rare.

But in many documents the signature is not the same, it is the proof is hand made, as mine signature is not the same as the previous one.

The stamp match perfectly all the signature like a Goering, Kastner, Doenitz ecc.

Thanks Folks, I really appreciate the input. I believe that it is a stamp or printed signature and NOT an original signature. I don't believe the Kaiser would be signing documents for regular enlisted men. If it was an officer's document that would be more likely but again I really thank members who responded to my post.
