Yes. But, he was never in the Freikorps. He was discharged from the navy on Nov. 16, 1918 and joined a Reichswehr artillery regiment on June 6, 1919. That's why he could receive the EKII - He's was regular army.

As I've said, there were no Reichswehr (i.e. regular army) in the Baltic campaigns. So, it's really not possible that an EK of any sort could have been awarded for service in the Baltic.
