    It says 'Sennelager im Februar 1919'. Sennelager was a major Prussian training camp from the mid-19th century up to 1945. It's now a British army base.

    So, I assume that these guys were in a Provisional Reichswehr training battalion. They're not Freikorps. The '33' on the shoulder board could be anything from an infantry regiment to cavalry. It's hard to say. But, based on the old style uniform, I'd say they are Prussian Reichswehr.

    The sign has a bit of a joke poem that roughly translates as:

    Burns so hot the Senne sand. Nothing separates our friendship.

    'Senne' is an old German word for 'sand'. So, it's a pun of sorts.
