Black, red, gold shoulder cords.

Does anyone recognize these shoulder cords? I presume they are Weimar era but have no clue what they may signify. They have a hook attached on the reverse of the wide plaited section to be fitted into a loop on the uniform.

Are these military? Political? Any help would be appreciated.

Definetely not German. My guess would be Belgian.
