It says on the back. It's a veteran's commemorative.

"Flag Consecration, Warriors Association, Blankenhagen, May 29, 1927"

Blankenhagen is in Rostock district of Mecklenburg.

It is what it is. I don't think there's anything more to know about it other than what I wrote. These types of commemoratives were quite common in the 1920s.
