Trying to identify the uniform this man is wearing

He has a bayonet on his side. Anyone know what group he belonged to or was military? Thanks again everyone!

Top picture. not military. maybe postal service, customs officer or something like that.

Bottom picture. Imperial period uniform. Hard to know what the collar badge is because it's too blurry.

Top with wreath upon the cap's band from the visor = customs.
Postal also did wear this, but were not armed.
