A simple question as to what makes this a Weimar period item?

Maybe it's not, then WW1.

It is a patriotic piece form WWI, it predates 1918 it translates not great to English as "We will (or want to be or can) and must be victorious" with Namur (Belgian fortress) etc as examples of German victories etc.
