Enamel roundel for...?

This badge mostly looks like its got a black center but in some light it almost looks dark blue; and the middle ring i think is nico-tinged white but maybe light yellow?

No markings and seems german construction but for the reverse.

I think the romanians used these colors in wwi but their blue was no question blue.

Maybe a wwi german state cap badge?
