Schlageter shield bar question

Hello,
I know that one of the possible bar of the Schlageter shield is "Karnten 1919":
This means that the Schlageter schield was also awarded to "Austrian Freikorps", the Heimwehr or that german Freikorps fought against Yugolslavians in Charintia?

Correct, though "awarded" is probably too strong a word for these. This was a veteran's thing from more than a decade after the fact and probably purchased by the recipients. As much a fund-raising device as anything.
