Silesian Eagle 3rd Class?

I found this on the internet. It is described as a Silesian Eagle 3rd Class. I have never heard of this level of award (only the first and second class) but want to find out more. I am posting the pictures. Perhaps someone can shed some light on the issue.

your question meant work for me!
And I found in the Niemann catalogue on page 92 the picture of a document for the "Gedenkmünze für Oberschlesien", from 1921. Therefore the year 1926 in the catalogue from Lothar Hartung might be wrong.
The text in the document is: "... in Anerkennung seiner besonderen Verdienste ...", that means "... in recognition of his specific merits ...".
