I am pretty sure that he is a Freikorps member, but what ?

I checked my Freikorps book, there is nothing which even comes close to it. First thought was Selbstschutzabteilung Hinz, but I can not see the anchor inside the wreath.

Any ideas are welcome.

Pretty fuzzy. How about a closeup of the hat wreath. It looks like it might have a scroll or something across it.
