it is not an order, it is an early version of the East German FDJ badge "Für gutes Wissen" (For good knowledge).

Although the badge is not really sharp there, I allow me to post a closer view... this badge appears to be slightly different from yours..... Does the shoulder boards indicates if he served in the Army (NVA) Police, or other service ??? Tks again for yr imput !

He is wearing some type of police epaulets...maybe Grenzpolizei or early Volkspolizei?

No, there is no difference.

It could be a Volkspolizei-Oberwachtmeister or an Oberfeuerwehrmann, the edging green or red.
