Standard Civil Defense Sleeve Patch for the Work / "Combat" Dress.
Worn by all Ranks on this Garment.

P.S.: Looks like cut out from the Sleeve as they normally don't have the backing.

Thank you for your help. From what time frame is this from and is it still in use.

IMO it's a 1980's Style and sadly not in use anylonger.
The whole State doesn't exist anymore since 1990.

Here is a picture of the boys in action. Looks like an NBC drill, i.e., trying to detect the presence of chemical contamination. You can see the patch being worn by the two men on the left.
