It was written, that this piece was an honorary gift for an NVA Oberst and Regimentskommandeur. I can not proof it.
But it is in my eyes a nice done present. In the bags it is filled with newspapers of the DDR from 1981, e.g. Neues Deutschland dated 15. September 1981.

The dimensions are appr. 28cm x 17cm x 15cm.

Sounds plausible to me.
I got one too and gave it to my Mom for a NVA Teddybear she made up for a Customer.
She's a Doll Doctor and repairs all kinds of antique Dolls and Teddy's and makes Clothing for them on request.

That´s a nice item! I once saw a tape measure container of an EK made as an assault pack, but it was smaller and less detailed...

This is geniune, in an auction book from 1999 about Honeckers personal things I remember seeing a similar one given to him as a present.

I therefore assume, that it is a contemporary piece from the beginning of the 80s.
