Border Stamp Question

Was looking for Info for my Post on the Commie Forum and saw one of my old East German Stamps in the Passport was added with a "817" Code in Ball Pen Ink. Does anybody knows what this means?
A Friend of mine had a little Mark in His Passport next to the Picture and with this they allway's sent him Back on the Border untill he got a new Passport.

Maybe he said something wrong? I don't know. I had to wait there once for about 2 Hours, because the Driver thought he's funny. As the Guy Asked if we carry any Weapons, Ammo or Radios, he asked back "Do we need this Stuff in your Country?". For Blaming the DDR, we had to wait there but could pass after 2 Hours. Some People had to wait for 8 Hours and were sent back after that. So who knows.
