Dated 1989 and a larger 1980 in the lower cornor. Would these been made every 10 years? Also note the low number; 0014.Comment

I think the 1989 is the issue Date and the 1980 means the date of the first issue or that this Berson is in Diplomatic Status since then. See that the Serial Number has a "-2", what might mean it's ID Nr. 2 for this Person.Comment

Nico - If you come across a used dip-id can you post it in this thread in the future. So far it appears there are some gaps we can not answer. Or if you can get some information from "MUSTER Feliks" and get his comments...
