    Can somebody please advise him what it really is.

            It's a normal "Nationalitätskennzeichen" to show the origin of the Car in foreign Countries.
            OK getting rare but the average price for an original is from 5 to 15 Euros.
            they come in 2 sizes to fit Cars and motorcycles.
            Late ones are made of Plastic but were also available in Steel. Faked in our day's for "Tourists" or Ostalgia Fans. the one shown looks like an original.
            Can't se from the Pic if it's the lg. or sml. one. Measures will help.

              I would add that these DDR plates along with others from most european countries where reproduced and sold in Mexico in the 70's and 80's in their small version. You could find them in special stands in many stores. I still have a couple of them somewhere.
