Unknown DDR badge help!!

Does anyone know what this badge is for and when it was est.? I got it with a lot of DDR items. I have one in gold and two in sliver. Any comments are welcome.

It was instituted in 1953. It comes in three classes. Bronze, Silver and Gold. The large and small awards come together in small blue simulated leather box. I consider the price in the ebay.de auction to be too high. I paid less than that when I bought all threes classes in their cases at the same time.
