Is this for officer or all ranks?

Is it the Feurwehr's unique way to have the piping on the side instead of on the top like other services?

Did Vopo (except generals and female) have overseas caps with piping?

Did Trapo and prison police have similiar caps?

Yes, your malino piped overseas cap is correct for Feuerwehr. As a rule of thumb you might find piping on earlier caps of this style. I have an early FFW cap with the cloth wreathed cockade piped in this same manner. Police caps from as far back as WWII will be found with piping around the crown and around the flap, so it was worn both ways. I mostly see Feuerwehr and Zoll with piping on the o'seas caps though. I also have a female cap with the piping removed so, perhaps there was a regulation change at some point.
