This definitely NOT a DDR marine visor. The material for the crown & cap band do not look like anything used by the DDR. The early marine visors for NCO ranks did have laquered, Vulkanfiber visors similar to the one in the photo, but those were phased out beginning after 1965. The badge & cockade are West German (or perhaps contemporary German).
I'm not even sure of the badge is correct for a visor hat - it looks like the style used on the Bundeswehr berets.

I think that it is phantasy:
A civilian visor with the German cockade and the Bundesmarine beret badge for "Marinesicherungstruppen" (Navy security forces).

The Abzeichen is from the Marinesicherungstruppe, basically Navy personal stationed on land, similar to the Kriegsmarine in WK2...also on board as boarding parties used to search vessels. Normally worn on a Beret.
No idea about the Mütze...
possibly an old civilian maritime cap, dressed up to look cool. Perhaps from a vet of the Marinesicherungstruppe?
any info inside the cap?
