Eastern Bloc combined arms badge?

Can anybody recognize this badge? It looks extremely similar to the Soviet combined arms badge, except for the crest on top. The Soviet version has the ubiquitous red star on the top portion (example below.)
Does the crest seem familiar to anyone?
