Basic Soviet Collar Tab Question

So I'm new to Soviet militaria and have a basic question about collar tabs. For the 1970s/80s uniforms there seem to be ones with a metallic rim and cloth ones without the rim. What is the difference, parade v. service uniform?

Yes you are right. Tabs with a metallic base were worn on a parade uniform.
