In the USSR there was a practice that students during training at the civil university in addition studied the minimum military sciences, and after the end of training gave the first officer rank. In case of the announcement of general mobilization at the beginning of war, such people were called up for military service to the lowest officer positions. Such practice was in 90% of all higher education institutions of the USSR.
