This has three big loops on the one end.
It looks like they would be more for hanging it as a banner then putting it up as a flag but???

The neighbor brought it over to show me.
Is it from the 80's?
70's?
WW2?

And he wanted to get an idea of value, if anyone knows.

It has the yellow fringe around three of the edges.

Looks to be a very nice award flag. Could be awarded for many things from farming to a military unit. I don't read Russian, so we'll have to wait for a member who does.
I can only make out 'Workers of the world Unite!" to the left of Lenin's head and below him is the details of what the flag is for.
