It is a jacket not from the USSR or Russia.

This jacket belong to Soviet civil river fleet service man.

That was my guess too but wasn't 100% sure.
The Soviet Navy also had these short Jackets.
See 1988 Dress Regulation Pic. 135.
P.S.: Is there a more modern Regulation to ID the different Shoulder Boards?
I have a Box of black & White ones with different Ranks to ID.

As I observed, the Navy ones have 2 Buttons on the lower Waistband, the Civil ones 1.

This is civil fleet jacket.
Navy jacket (pic.135) is of different color.
Also these white shoulder boards not fit to this jacket, here should be black type of boards.

Now as you say it, the Navy one is more blueish.
didn't had them in my Hands for years but there must be some in my Boxes left.
