What is this Soviet Jacket?

It appears to be a rubberized canvas or chemical resistant material with Soviet tanker insignia.

Is the date 52 OCT 4?

The ribbons appear to be the Order of the Patriotic War, Order of the Red Star and the medal For Courage.
