Antique Shovel Military or Civil

I am a Spanish collector of militaria and I want to ask you a question.

I have this shovel and I would like to know if it is civil or military and the period and country. It doesn't have any manufacturer's mark. Can you help me?

Can it be from a Communist Block country (East Europe) from the post-WW2 times?

Looks like the chinese made civil ones we used as kids, bought at Hiking Shops or Filling Stations for use in Cars.
