If I read it right, its an Odessa District Flag of the Communist Party.

From the western countries it is sometimes difficult for collectors to understand that some communistic symbols accepted in the Soviet Union designate. I will try to explain.

There they called them "Wanderfahne", so it was given to the Best Group every year.

I have one of the party flags from Latvia, I would have to take it out of the safe. But what is impressive is the materials used. Heavy silks or Satins and gold thread. Mine has Lennon's head also. Large flag. Yours is beautiful.

I think you mean Lenin. I see this a bit all the time, especially on eBay. Order of Lennon
