Going by the serial numbers it could be a belated award to a Great Patriotic War veteran. Issued in de mid 80's is my estimate.

I agree on the values given by Albert as well. The ORB is the one that will do best (max. $ 250 is my estimate).

It is recommendable to have these researched. It will add value plus it is interesting to know what someone had to do to have these awarded! Brings these orders more to live

I think the sickle is missing some red enamel.

This badge is painted copy. That's why you have red paint (not enamel) traces on the place red enamel never should be.
Original badges were two silver and bronse types.
