'Voenny Bilet' is, I think, the English translation for this Soviet military ID booklet.
It's dated 194x(2?,3?) on the cover so it's a very nice, older one.
Holder probably born in 1897.
There's some weird, non-standard stuff pasted in there.
I don't see the page dedicated to any awards won.

Военный Билет - Military Booklet was introduced in 1961. Which means the booklet you are asking about is a fake. It shows that this booklet issued April 3rd 1945. In 1945 ID for lower ranks was called Red Army Booklet(Красноармейская Книжка) or Red Navy Booklet(Краснофлотская Книжка). For officers - simply ID (Удостоверение Личности).
In 1946 Red Army Booklet became Soldier Booklet, in 1948 Service Booklet ... in 1961 - Military Booklet.

The added page in the front identifies the guy as fit for non-combat service which he was classified as on March 14th 1945 (page 12). I guess the change of his physical status (to unfit for combat service) is the reason he got this booklet issued two weeks after his medical...

He's enlisted (employed???) in Kuybishevski PVK (???) of city of Leningrad.

Green stamp "nestroyevoi 1943-44" probably means "unfit for front-line service".
